周龍鴻博士 Roger Chou 是台灣首位及唯一的 Scrum Alliance Certified Scrum Trainer（CST，全球僅 244 位），同時擔任台灣國際敏捷大使（Taiwan International Agile Ambassador），長期致力於推動 Scrum 在台灣企業、高階主管與非 IT 組織中的實際落地。

Dr. Roger Chou (Long-Hung Chou) is the first and only Scrum Alliance Certified Scrum Trainer (CST) in Taiwan — one of only 244 worldwide — and serves as the Taiwan International Agile Ambassador. He has been dedicated to advancing the practical adoption of Scrum across Taiwanese enterprises, executive teams, and non-IT organizations.

In recent years, Dr. Chou initiated the "CEOs Learn Scrum Directly" initiative. As of June 23, 2026, the program has received a 4.99-star rating from 432 learners, including more than 300 CEOs completing CSM certification and over 100 CEOs completing CSPO certification. This initiative has helped expand agile thinking beyond IT teams and project execution, enabling business leaders to understand and apply Scrum as a shared management language. In the field of enterprise agile transformation, Dr. Chou has supported organizations including Chunghwa Telecom, Taipei Fubon Bank, CTBC Bank, Pfizer, Hong Sheng Construction, Argo Information, and Shin Yeh Group, helping companies across telecommunications, finance, healthcare, construction, government, education, technology, manufacturing, and food & beverage industries apply agile principles in practice. Beyond training and consulting, Dr. Chou actively expands Scrum's impact in Taiwan through publications, agile community development, and international collaboration. He is the author of books related to agile product management and has long led Taiwan's agile community through initiatives such as Taiwan Agile Tribe and RSG Taipei, connecting local enterprises with the global Scrum Alliance ecosystem. RSG Taipei drew 888 attendees in 2022 and 1,111 in 2024 — both global RSG attendance records.
