Shine Jacob is a Health IT transformation leader with expertise in cloud and AI, with over 25 years of experience advancing federal healthcare and life sciences systems. As the founding President of ESAC, he scaled the firm into a nationally recognized Health IT consultancy—earning multiple years on the Inc. 5000 and Washington Technology’s Top 50 fastest-growing small businesses list—before its successful acquisition in 2021. Under his leadership, ESAC was also consistently named one of the Best Places to Work in the Washington, DC area, a recognition of its strong people-first culture.

He has led the design, development, and deployment of innovative informatics solutions, Health IT standards, and clinical quality data platforms for agencies across the Department of Health and Human Services (NIH, CMS, ONC), as well as private sector clients. His career also includes positions at Celera Genomics and Sybase, where he played a key role in developing enterprise systems that supported genomics, biomedical research, and other large-scale data initiatives.

Today, Shine serves as an IT Specialist at HHS, where he guides cloud modernization, data strategy, and AI adoption to strengthen Medicare systems and advance public health goals. He holds a Master of Science in Information Systems & Technology from Johns Hopkins University and a Bachelor’s degree in Computer Engineering, along with professional certifications including PMP®, AWS Cloud Practitioner, AWS AI Practitioner, FAC-P/PM Senior Level, COR III, Certified Scrum Master (CSM), and Certified Scrum Professional-ScrumMaster (CSP-SM). Shine is widely recognized for bridging strategy and execution while fostering innovation and building high-performing teams.
