Software Technical Program Manager & Worldwide Operations Manager (2011 – 2012) for Intel Services Division whose charter is to develop a new services business model for protected digital media content. Intel® Insider™ is hardware and software based media content protection mechanism providing the highest levels of content protection for HD video and other premium content to Film and TV industries. Noel is responsible for all aspects of technical development and implementation for Insider software products/services in his role as Technical Program Manager. He is also responsible for leading business operations and process improvements as worldwide operations manager. o Intel Insider Project Portfolio Process & transition to Agile Scrum Framework. Developed and implemented Insider project portfolio process where emerging business opportunities are prioritized based upon value realization and analyzed against engineering effort before prioritization decision. As a result the process has enabled both the business and engineering teams to be more effective and efficient on current projects while maintaining agility to respond to emerging business needs. Software Product Manager (2008-2010) for Enterprise Web Experience Management and delivery solutions for Intel’s externally focused web presence on Responsible for all aspects of product lifecycle management including: Environment Assessment & Benchmarks of new technology to meet emerging business needs through requirements engineering; continuous improvement and evolution of existing solutions and processes based upon closed-loop business improvement dialogue with global user based of 200+ web authors and marketers, internal development teams (20+ software developers, architects and System Integrators) and external solution providers as well as continuous improvement of customer centric service management of web publishing processes. o Enterprise Web Content and Digital Asset Management Systems Vendor Selection and Implementation Execution: Noel led a cross functional and cross-geography stakeholder team in the analysis and evaluation of eight WCM/DAM Systems Implementation vendors resulting in a ratified Systems Integration partner decision to develop and deploy Enterprise Web Content and Digital Asset Management capability at Intel. During the implementation phase of the program, led several parallel program tracks including business process, requirements and service support tracks as well as providing leadership guidance and troubleshooting expertise throughout the Program across Digital Marketing, Intel IT as well as three external vendor stakeholder groups. Recognized for Intel IT Team Achievement Award. o Business Process Management (BPMS) – led a cross functional, cross-geography project team through exploration, planning and development phases of end to end Webpublishing workflow management project. Deployed release 1 to ASMO users in December 2010; 1st group at Intel to develop and deploy web publishing workflow using IBM/Lombardi BPMS enterprise platform. Other key deliverables completed include business process re-engineering of the current global web publishing processes as well as partnering with IT engineering teams to build BPMS competency center. Key value drivers include: Automation of manual tasks; Improved and unified communications methods; Automatic email notifications; Employees coached through exceptions process. o Usability / Efficiency Improvements to Web Publishing solutions: planned, developed and deployed user experience enhancements (10 features) to Web Content Management product resulting in faster publishing process (eliminating 30% redundant steps in Product publishing), usability improvements and new functionalities through continuous feedback from customers using Agile Scrum framework. o Customer Centric Service Management for Web Publishing Production Support Process using ITIL (IT Infrastructure Library) framework – established a cross-functional, cross-geography closed loop production support process and team to focus on continuous improvement of web publishing process. Resulted in improvement of Average Service Level Agreement met throughout 2009 (no data at beginning of 2009; ~85% in 1H 2009 to 90%+ at year end). Deployment Expert / Manager, Product Lifecycle Management (PLM) in Corporate Platform Office (2007-2008) – responsible for supporting new development product / platform teams in Embedded Communications Groups to meet their on time, on scope, on budget, and quality objectives through deployment of new enterprise PLM capability at Intel. Scope engagement included transition change management of platform / program teams to effectively use all of the capabilities in PLM. o Led successful deployments of PLM capabilities and processes to Embedded Communications Group (ECG) development groups across 3 major geographies – Americas, Europe, Asia (ECG is the 1st group to successfully adopt PLM capabilities / processes across 3 geographies at Intel). Technical Program Manager, Channel Desktop Platform Group (2004-2008) – led cross functional, cross geographic teams in development, validation, manufacturing and deployment of Desktop and Mobile Computer Motherboards (HW, BIOS/Firmware, Test, MFG) to channel, MNC OEM and emerging markets customers. o Led Desktop Computer Motherboard development teams through design, validation and successful manufacturing ramp of Time to Market launches for Broadwater and Lakeport Chipsets driving the transition of the desktop computer market to Intel’s newest chipsets and CPU’s in collaboration with Outsource Design Manufacturers (ODMs). Extensive experience collaborating with ODM teams based out of China, Taiwan and Malaysia. o Platform Manager for Flexgo leading cross-organizational Platform Definition and Development teams as well as providing leadership in the collaboration engagement with Microsoft to develop Intel/Microsoft Flexgo SW/HW solution. Flexgo is a new business model and technology enablement targeted at emerging market TAM expansion and ASP up sell in partnership with Microsoft through secured subscription services. o Community PC (India Rural PC). Successfully launched Community PC program in 2006. Community PC is Intel’s User Center Platform tailored (low power platform motherboard, Custom PSU –AC/DC; Dustproof HW; Remote Diagnosis & Recovery; Asset Control) for rural usage model which is targeted to increase platform leadership and awareness within India rural community with population size of 600-700 million.
