Joe Hausknecht is currently assigned to the ESC Scaled Agile transformation, serving as an Agile Release Train engineer (RTE) for ART Two and Three. These ARTs are comprised of 15 teams focused on providing value in the areas of custom software, business integration and transformation, and IT service management. Primary responsibility is as a servant leader to organize and facilitate the release planning ceremonies, Program Increment Planning event (PIP), Inspect & Adapt, the Scrum of Scrums and contribute to portfolio leadership meetings.
Served as the senior financial systems program manager; the organization's recognized subject matter expert in providing oversight of financial management system integrations to include federal financial systems, acquisition and procurement systems and business intelligence reporting systems, and other large-scale IT programs. Leadership capacity for highly complex and long-term activities under the minimal direction of the ESC director. Led complex and controversial studies concerning modifications to existing methods for service delivery, business processes, procedures, and system enhancements.
Program Manager for US Department of Labor (DOL) and Equal Employment Opportunity Commission (EEOC), Federal Financial Management System (FMS) Program – March 2014 – June 2016. An unprecedented initiative, where the incumbent commercial shared services provider (SSP) became unviable and the federal government was required to take over management of the FMS. Joe had sole responsibility for the DOL and EEOC FMSs operations and was the NIST System Owner of record and a signatory for the Authority to Operate (ATO). Oversight of three data center locations and a shared services support center. Directed a major IT investment of $150M; with a 100 plus member decentralize contract team located in the metro D.C area. Built strong, open and trusting relations with key stakeholders in the US Office of Management and Budget (OMB) Office of Federal Financial Management (OFFM); US Department of the Treasury, Bureau of Fiscal Service, Office of Financial Innovation & Transformation (FIT); as well as numerous members of Senior Executive Service throughout DOT, FAA and DOL.
