Leads information technology (IT) projects across the Enterprise Services Center (ESC) and its customers with primary responsibilities for project outcomes. Assists customers in defining project scope, requirements and deliverables; plans project activity, tasks, milestones, budget, resources and performance or success measures. Responsible for ensuring that assigned projects deliver in accordance with planned schedule, approved budget and agreed upon success factors. Serves as a Contracting Officer Representative (COR) for contracts and provides guidance and direction toward completion of contract deliverables.
One of the most experienced and diverse project managers and planners; Joe's experience spans over 30 years, and multiple domains: IT infrastructure, security, enterprise content management (ECM), service management (ITSM) and health care informatics; operations, logistics and minor construction.
Previously, he was a Senior PM for a large multinational corporation's US data center (DC); managed the PMO for the State of Oklahoma CIO; and a Senior PM for OKDHS the DC.
Served with the United States Air Force, around the world and in many different capacities, Joe worked as director of management information systems and a project manager, business analyst, statistician, trainer, logistics manager and programmer. For many years, he was a team chief on a combat weapons logistics team.
He has served as Vice President of the PMI OKC chapter, with specific responsibility for the volunteer program. At the Oklahoma State University, Institute of Technology, Joe was the IT Project Management Advisor and has served on the Project Management Forum for the National Association of Chief Information Officers.
Active in his community as a volunteer project leader, and considers volunteerism the cornerstone of a productive, vibrant global community. Typically he spends any vacation time he accumulates on volunteer medical missions around the USA and Overseas.
