Title: Distinguished Research Scientist

Dr. Mark A. Buckner is a Distinguished Research Scientist at the Oak Ridge National Laboratory and the Leader of the Power and Energy System Group (P&ES).  He has over 32 years of experience specializing in signal processing, machine learning, and computational intelligence and prior to becoming the P&ES group leader he was director of ORNL’s Cognitive Radio Program.   He is passionate about developing high-performing, cross-functional research teams and has served as principle investigator, Scrum coach, and chief product owner of numerous R&D teams focused on delivering breakthrough innovations of the greatest possible value as efficiently and effectively as possible.  He has served on the DoD RFID Technical Advisory Working Group, AIM Global RFID Experts Group, ANSI/INCITS T6 and T20 Working Groups, multiple IEEE 1451 Smart Transducer Working Groups, the National Research Council’s Committee on Universal Radio Frequency Systems for Special Operations Forces, IEEE ICC 2012 Cognitive Radio Networks Technical Program Committee, and Session Chair of Spectrum Access-I IEEE ICC 2012 Cognitive Radio Networks. In 2016 he was recognized as one of "The Smart Industry 50: Innovators on the Leading Edge of Digital Transformation."  In addition to his roles at ORNL he is member of the board of TNFIRST and Chairman of the Team Development Committee, a member of the board of the American Museum of Science and Energy, and Lead Mentor of Oak Ridge High School's FIRST Robotics Competition Team 4265 Secret City Wildbots.

Mark holds a BA in physics and psychology from Carson-Newman College and an MS in Nuclear Engineering, and PhD in Nuclear Engineering/Applied Artificial Intelligence from the University of Tennessee, Knoxville.
