Charles Tse

I am a PMP and CSM certified knowledge worker with a computer master degree from Purdue University.  I have been in the IT field as COO, project manager, Scrum Master, team lead, and architect for over 18 years. Having worked for a variety of organizations allows me to adapt to different client situations and recognize problems/solutions rapidly.

On my project management, I have successfully managed agile projects, and rescued some.  I am particularly adept at dealing with fixed price agile projects.  Often times, because of existing policies, legacies, and fixated mindset, it is impossible to manage a project in complete agile fashion.  Evolving the processes to adopt agile according to the circumstantial restrictions is quite an agile approach. 

As far as my soft skills goes, I have about 10 years of experience in the roles of project manager, team lead, consultant, Scrum Master, and startup entrepreneur. I secured venture capitalist's interest to invest in my social networking site one year before Facebook was launched.  I had also successfully secured many business deals from big MNC clients to smaller start-ups.

On the technical front, I have created from ground up many impressive and then bleeding edge applications like web 2.0 project management tool (2001), better than Facebook social networking site (back in 2003), highly secured online investment processing system (2008), and so on.  Coming from a PMP background, I understand the strengths and weaknesses in the traditional project management approach to software development. From the use of Agile practices starting 2001, I have experienced many successes in sustainable overall team productivity improvement.

Currently, I am focussing on applying Agile Methodologies to suit Hong Kong work culture and common practices.
