John Mulligan has been leading and coaching teams for over twenty years. He is a leader who is skilled is the use of agile processes to enable teams to bring digital products to market quickly. He has been coaching and mentoring agile teams since 2005, however his leadership of teams goes back earlier to his days as a operations manager and a submarine officer. His specialty is coaching agile product owners and digital product managers on the best ways to achieve value.

Mr. Mulligan is currently an Agile consultant with Applied Frameworks where he works with companies to train and implment agile transformations.  Prior to working with Applied Frameworks, he worked at Anthem where he transformed the Anthem.com Reimagined program into a Scaled Agile implmentation.  Prior to Anthem he worked at Capital One for 20 years.  He has served as a Digital Product Manager, Enterprise Agile Coach, Agile Product Owner, Certified Scrum Master, Project Manager, Business Systems Analyst, and Operations Manager. Mr. Mulligan was a key member of the agile transformation team that achieved a time to market reduction of over 40%. During his time at Capital One, he also completed his MBA at the University of Richmond which led directly to a project to develop a Net Present Value (NPV) automated calculation tool that leveraged over 100,000 data points. Mr. Mulligan is a four time recepient of the Circle of Excellence, the premier award at Capital One, awarded to individuals or teams who achieve extraordinary business results. 

Formerly, Mr. Mulligan served as a nuclear fast attack submarine officer where he led the Combat Systems Department on USS Jacksonville (SSN 699) and Navigation/Operations Department on USS Greeneville (SSN 772). Prior to his department head tour, Mr. Mulligan served as a junior officer on USS Narwhal (SSN 671), where he earned his submarine qualification and engineer qualification. During his shore tour, he attended the Naval Postgraduate School where he received a M.S. in Applied Science with a focus on Anti-Submarine Warfare.

Mr. Mulligan graduated from the University of Southern California with a B.S. in Biomedical Engineering, the Naval Postgraduate School with an MS in Applied Science, and an MBA from the University of Richmond.
