Marine Corps service intelligence production center and provider of national security IT services globally.

Deputy CIO

Project lead for disaster recovery, change management, and relocation to a new facility.  Lead for establishing a 24/7 IT network service center for a Top Secret network covering 33 sites globally; business relationship manager for IT.  Assisted the CIO in managing an 80 person IT team of engineers, information security, governance and knowledge managers.

Achievements:

Established a scheduled IT maintenance program increasing user productivity by over half million dollars.  Prepared a request for an 80% increase of section’s manpower and identified 10 specialized programs of record required for a global intelligence storage capability.  Accomplished automation of 8 business processes in a 600 person organization for improved communications resulting in $1 million a year in improved productivity.  Project lead for transfer of the IT division to new facility with 30% less effort..

Executive agent for the Commandant for all matters pertaining to training and equipping Marine Corps intelligence personnel, and provide analysis and assessment of current and emerging threats.

National Intelligence Program Manager

Managed a $50 million dollar Marine Corps national financial program portfolio.  Prepared oral and written classified Congressional Testimony justifying use of service intelligence resources. 

Achievements:

Crafted language for Congressional staffers and resource decision makers which resulted in over $32 million dollars in increased funding for USMC intelligence.

Provided daily intelligence analysis to the Service Chief and his staff to inform their decision-making. Led a 24/7 intelligence analytical team to compile pertinent current intelligence.

Achievements:

Provided over 120 key judgments contributing to improved Marine Corps readiness to support a growing mission in Afghanistan.  The first to personally report to the Secretary of the Navy an accurate assessment of the impact of hostile actions against coalition forces in the Persian Gulf.

Executive Officer, Operations Officer, Officer-In-Charge

Held Senior Management positions multiple times in charge of highly trained personnel including motivation, evaluation, and supervision of training and operations.  Managed worldwide military intelligence operations and oversaw all aspects of staff performance.  Served as lead Intelligence officer in combat operations in the Middle East, humanitarian assistance operations in the Carribean, and partner nation training in South America. 

Achievements:

• Presided over 20 intelligence personnel supporting a 10,000 person logistics unit resulting in relevant intelligence support to logisticians and increasing unit readiness prior to upcoming combat operations.
• Guided development of intelligence analysis covering all of Al Anbar province, Iraq to support the Marine Logistics Group’s (MLG) Commanding General’s decision-making such that he stated in my evaluation that “His superb intelligence support was central to command and control of MLG assets and I am confident saved lives.”
• Presided over a 50 person multi-national intelligence organization in Haiti which enabled the Combined Joint Task Force Commander to have access timely and relevant intelligence analysis which enabled a much smoother handover to the UN.

• Supported senior US military leaders by fostering collaboration with Colombian Marines involved in counter-narcotics mission.  Considered the Marine Corps’ top expert on Brazil, serving as a superlative translator resulting in increased bi-lateral national security cooperation between the two countries.
