Joe Kirk has had a successful career in telecommunications and Information Technology performing product development, business development and marketing for several technology startups and for public companies including Westinghouse, BellSouth, AT&T and Comcast. At Westinghouse he developed one of the early desktop management systems and ran the Help Desk for the 25,000 PC network at the Department of Energy’s Savannah River Site. At BellSouth.net, he launched web-hosting and electronic commerce platforms for small businesses. As the Marketing Director for the Atlanta cable system, he was responsible for the launch of cable broadband and digital TV and managed a $500 million annual budget.
A lifelong fan of music and the music business, Joe was VP of Business Development and Associate Publisher for Paste Magazine. He launched and managed an independent record label and served as executive producer, producer or mastering engineer for thirty albums. Joe is also one of the co-founders of NoiseTrade.com, an innovative digital music marketing site.
In 2008 Joe joined The Tennessee Department of Transportation as a Contractor. In 2012 Joe became a Certified Scrum Product Owner. His first Scrum pilot delivered a working product in six weeks and launched in twelve. Joe became the TDOT IT Director in January 2013 and is transforming it into an Agile organization. In November 2014 he became the TDOT CIO.
