Dr. Tay Joc Cing is currently the Managing Director of Tremor Video Singapore.  He has been practicing Agile software development processes with distributed scrum teams for 4 years. He was also the CEO, Chief Scientist and major shareholder of ROSS Scientific since 2008. He is an expert in constraint optimization and infectious disease modeling and was an Assistant Professor of Computer Science at the Nanyang Technological University for the past 7 years prior to founding ROSS Scientific. ROSS Scientific specializes in the development of agent-based epidemiological models.  Dr Tay has led his team to develop models of how MRSA and Influenza might spread within hospital wards, and was awarded the 1st prize in an oral presentation at the First International Infection Congress (Singapore) in 6-7 November 2009. While at NTU, he has received several awards and prizes for teaching and research, including a Tan Chin Tuan Fellowship in Engineering at the Centre for Mathematics and Physics for Life Sciences and Experimental Biology at University College London.  He has published papers in leading conferences and journals and won several awards/prizes for work in the areas of evolutionary computation and agent-based models of biological systems. He was the Director for the Evolutionary and Complex Systems Programme (EvoCom) at NTU and an associate partner of Virolab, a European Consortium for modeling drug treatments for HIV infection. Dr Tay is a Senior Member of IEEE and was an Associate Editor of the journal Future Generation Computer Systems (FGCS), Elsevier Science. He is currently a Research Fellow (Adjunct) in Pandemic Preparedness at the S. Rajaratnam School of International Studies. Prior to joining academia, he was a Senior Consultant for ILOG Pte Ltd in the areas of optimization and business rules.  In this role, he was given an Outstanding Field Applications Engineer award for his contributions to the company.  In total, Joc Cing has more than 16 years of commercial and academic experience in software development and design.  He earned his MBA from the National University of Singapore in 2010.
