My name is Willie Mora. I am an IT Project Manager with the Enterprise Project Management Office, Implementation and Activations Department at the Veterans Administration. The majorities of my Scrum expertise is in IT code development supporting financial applications, system procurement and build out of system infrastructure. Other IT experience is in the support for Sarbanes Oxley Compliance, System Analysis and Logistics Planning. Current duties are to provide IT and agile consultation, and procurement support to VA medical facilities in Nebraska, North Dakota, South Dakota, Iowa and Minnesota. I am also certified to serve as a Veteran Administration Contract Officer Representative (COR) with contract administration responsibilities.
I am a military veteran serving both in Vietnam and Desert Shield Desert Storm. In the United States Army I worked as a Combat Medic and as an Intelligence and Logistic Officer in the United States Air force.
The different careers have served me well in adapting to the framework of Scrum because each requires the ability to understand and adaptability of environmental volatility, uncertainty, complexity and ambiguity to successfully obtain a common goal.
I remain actively engaged in the professional agile community through Scrum Alliance sponsored events, my local PMI chapter, and through the agile user group at the Veteran Administration.

I am a Project Management Professional for the Department of Veteran’s Affairs (VA) Office of Information Technology (OIT), Enterprise Project Management Office (EPMO). Primary responsibilities are to support the Veterans Information Systems Network (VISN) 23 by overseeing infrastructure and application projects for compliance with stated system standards and security protocols, and proper change control to the Veterans Affairs Health Care Systems in Nebraska, Iowa, South Dakota, North Dakota and Minnesota, and Southern Wisconsin. I served as Information Technology Project Manager and Certified Scrum Master (SCM) for Werner Enterprises, Omaha Nebraska. Werner Enterprises is a national and international transportation and logistics company. While at Werner Enterprises, I managed two highly technical and successful SCRUM teams; one was responsible for system architecture engineering for national and international route selection using various algorithms, and an application development and maintenance team supporting PeopleSoft and proprietary enterprise financial systems. The teams consisted of both full time Werner employees and contract personnel. In this capacity, responsibilities were to ensure both teams met incremental system development goals, maintain system security and integrity, and perform routine maintenance to obtain a 99.9% uptime, keeping on development and overtime budgets, and meeting business need constraints. Completed end of project performance evaluation on team members and provided support to Product Owners for business analysis and continuity of service for program enhancements to better meet needs of drivers and support personnel.
