David P. O'Brien
David is an IT Consultant with extensive experience in project management, system conversion and integration, interface designing and programming, and process restructuring. He has wide expertise in investment management, banking, insurance, and brokerage industries. He is proficient in implementing the SAFe portfolio management practices for intake, prioritization, roadmap development, and tracking functions. He is a certified Scrum Master and has certifications in Agile and SAFe methods.
Since March 2015, David served as Senior Consultant at Project Consulting Group. There, he was responsible for providing consultation to executive leadership of the Global Human Resources area on process restructuring and organizational development. He performed SAFe portfolio management practices for intake, prioritization, roadmap development and tracking. In addition, David was also working for the Minnesota Department of Public Safety, Driver and Vehicle Services as Project Manager for the project to re-build the driver and vehicle registration system, known as MNLARS. He was responsible for business readiness and process design aspects of the project, project portfolio management and managing the portfolio backlog.
Prior to this, David worked as a Principal Consultant and Senior Project Manager at CSC Inc. from 2007-2015. For FreddieMac, he managed a subproject of the pricing execution initiative with a team of 25 developers and business analysts. For the Minnesota State Retirement Systems, he managed a team of 30 CSC and subcontract professionals on a multi-year project to modernize a system that administers retirement benefits for retired employees of the State of Minnesota. For a global hedge fund-of-funds, he was Scrum Master for the development and maintenance of core fund accounting and reporting systems. He also managed a project to redesign the public website for the State of Minnesota Department of Revenue and many more.
In 2007, David worked as a Consultant for Sapphire Technologies Inc., where he was the Project Manager for a project at a mutual fund company to migrate 529 college savings plans from one servicing system to another. He managed and led requirements definition, solution design, build, and test phases and developed the implementation plan for the entire implementation.
David worked as the Director of Integration at Lifecycle Technologies Inc from 2007 to 2007. In this role, he managed the product development and implementation of the proprietary Cohere system. He performed pre-sales and pre-implementation assessments and estimations and was responsible for planning and managing all aspects of the product development, including the product calendar and the feature list.
David worked for Safenet Consulting Inc. as a Consultant from 2005 to 2006. There he managed a project at Ameriprise Financial, Inc. to replace the financial planning software being used by over 10,000 financial advisors across the country. At the same client, he managed a project to redesign the web portal used by the same advisors to transact client business.
Apart from this, David held Consultant positions in GE Capital Consulting and Pricewaterhouse Coopers; Project Manager at Safenet Consulting Inc.; and Development Group Manager in U.S. Bancorp.
