Jim has been a Systems Development Manager with the Wisconsin Department of Revenue (DOR) for more than 25 years. Jim currently directs all Division of State and Local Finance System development as the Technical Manager for the Integrated Property Assessment System (IPAS) and Electronic Real Estate Transfer Return (eRETR) projects. The Division is currently in the midst of a five-year effort to automate all assessment, mass appraisal, and parcel-based systems. Jim works closely with County and Municipal officials, and the vendors that support them, to provide a seamless suite of services and information flow with the DOR. Jim is a member of WLIA, serves as a technical staff advisor on the Wisconsin Electronic Recording Council (WERC), and as DOR's GIS representative on the State Agency Geographic Information Coordination (SAGIC) Team. Jim is an avid boater, working to promote safe and environmental responsible boating. He is the most recent District Commander representing 1300 USPS members from eleven affiliated boating clubs across Wisconsin and Minnesota. Jim leads a dedicated group of volunteer instructors in the classroom and on the water working to make recreational boating fun and safe for all. Jim is a certified boating safety instructor with the United States Power Squadrons, American Red Cross, and the Wisconsin Department of Natural Resources. He and his wife, Julie, have regularly conducted public boating classes since 1995 for kids and adults of all ages and skill level. Jim holds a Bachelor of Arts in Business Administration and Computer Science and a Masters of Business Administration (MBA) with a focus on Strategic Information Systems.
