John Mulligan.  Native of Rancho Palos Verdes, CA.  Graduate of the University of Southern California (BS), Naval Postgraduate School (MS), and the University of Richmond (MBA).  Former Submarine Officer 1985-1995.  Capital One 1995-present.  Have worked as a manager in Fraud Operations and Fraud IT.  Worked as PM, BSA and relationship manager with Young Adults Marketing, Lifestyles Marketing, and Upmarkets Marketing.  Platform Manager for the NPV modeling platform.  Agile Coach since 2005 serving on projects ranging from Oracle Decommissioning to Process Design.  Over the past couple of years John has lead development teams where he has used scrum to implment large change.  For the VRU Middleware replacementn project, John brought several cross functional agile teams together to work as one to complete a year long program.  Most recently John transformed the way Recoveries IT operated by dividing one large team into multiple project pods, each with its own product backlog, but operating on a common release schedule.  By making this change and improving their agile practices, the team has gone from practically no successful releases in 2008 to nearly flawless delivery in 2009.
