JJ was an Engineering Multi-Skill Leader (EMSL) Manager leading a situational awareness (SA) program developing intelligence, surveillance, and reconnaissance (ISR) configured systems. As a Project Manager, he successfully and repeatedly led projects such as an internally-funded Agile software development project developing into a new product line, a risk-reduction project, and several catalog projects. He was the program's Engineering Manager leading systems’ functionalities and capabilities filling stakeholder needs. He went forward in an evolving baseline roadmap in a matrix environment leading the systems’ concepts, requirements, developments, risk-reduction activities, testing, scheduling, and EV. He was the Proposal Manager and Capture Team Lead on a significant product thrust leading into a new market area. JJ's position with VSOC was temporarily "on-hold" from early February through the end of April, 2010 when requested by a Boeing executive to fill-in as the SBInet Test and Evaluation Manager in Mesa, AZ and Springfield, VA.

JJ fulfilled three “help needed” temporary assignments demonstrating his leadership and management versatility and effectiveness. He deployed to Arizona on an extended assignment for the SBInet’s Software Test and Evaluation (T&E) group (FEB10-MAY10) as the Software Test and Evaluation Manager. His positive style and leadership was influential in the group’s forward acceleration. He successfully led an effort on the SBInet's Northern Border Project (NBP) to closure (JUN09-JUL09). JJ led a program's System Engineering Integration and Test (SEIT) area (APR09-JUN09).
