I have thirty years of experience in systems engineering, including agile project management; systems and enterprise architecture development; organizational change management, requirements and user story analysis; systems analysis; systems design; object oriented analysis and database design.
For the last three years, I run my own consultancy, Cutick Analytics, LLC.
I have worked projects for the DoD, NASA, and DoJ. My domain expertise includes intelligence and healthcare information systems. Prior to my civilian work, I was a commissioned officer in the US Air Force.
I hold a BA from Rutgers University in Industrial and Social Psychology and a MS from USC in Systems Management. I have written several white papers and briefings on complexity theory and medical information systems. I’m currently enrolled in a certificate program through Regis University in Enterprise resource Planning with SAP.
Recent projects include:
Lead Systems Engineer: Counter-IED Operations/Intelligence Integration Center: Leading articulation of as-as and to-be enterprise architecture development using the Zachman Framework and DoDAF 2.0. Developed Agile (Scrum) implementation plans; key team member evaluating industry and government technology efforts in data mining and reasoning technologies.
Architecture SME: Tanzanian Mobile Health System Architecture. Provided subject matter expertise on system architecture design for a mobile healthcare implementation for the Tanzanian Ministry of Health through a major US consultancy.
Program Manager: Led a team of eleven technical staff. Implemented Scrum with contractors assisted Scrum teams in articulating user stories; successfully worked with Product Owners to identify, rank, and build user backlogs, developed and implemented risk management process and test processes.
Software and Systems Architecture Policy: Provided technical leadership for the DNI and DHS on two separate contracts, worked across the entire IC domain and DHS on architectural, data, security, COOP, and software development policies in support of a variety of proposed acquisition efforts.
Lead UML SME: Worked on a Government effort developed a complete set of UML artifacts for a library of tools designed for rapid field deployment.
