Biography

Dr. Mueller is a Strategy, Chief Information Officer (CIO), and Program Management Office (PMO) Consultant supporting multiple Federal agencies in strategic organizational planning, portfolio management, program/project management, and defining and planning the implementation of governance and control mechanisms at both the executive oversight and the program/project levels.

Upon completing his doctoral degree, Troy transitioned to the Senior Technical Staff of MITRE’s Homeland Security Center. In this role he serves as a trusted advisor to government leaders in the State Department’s Bureau of Consular Affairs in support of their efforts to transform passport, visa, and citizen services processing and issuance using Scum & Agile. Additionally, Troy provides advice and guidance on research projects conducted by the Systems Engineering and Development Institute (SEDI), the Department of Homeland Security’s (DHS) Federally Funded Research and Development Center (FFRDC).
