Biography

Nicolás Lope de Barrios

I'm an Information Systems Engineer who lives and works in Buenos Aires, Argentina.

Specialized in Application management, Development and Project Management, with 10+ yr experience in the Public Sector. Passionate about technology since my adolescence, trying to keep up with the latest trends, devices and the software industry as well. I learnt that human values, people and communication skills are more important than technical ones, and put it in practice everywhere I go.

Also I enjoy researching about other interests such as Cloud Computing, Strategic IT, Leadership and IT value, trying to contribute to my organization the best I can. Digital photography is my biggest hobby, and I take pleasure from other disciplines where creativity is encouraged.

Currently I'm focusing on Application Lifecycle Management (ALM) using Microsoft products and Agile methodologies, and looking for new opportunities as a freelance consultant.

Involved in more than 50 projects in the past two years, both for the central office and its related agencies (Motor Vehicles, Real Estate, Copyright, Personal Data Protection registration offices, Law Enforcement agencies, Justice services, etc.) I led a team of 40+ people, including Project Leaders, Architects, Functional Analysts, Software developers, Graphic designers, Testers and DBAs, among others. My main responsibility was to manage application and website development and maintenance, both internal and outsourced, team building and keeping aligned to the organization's Strategic Plan. During the first two years the main challenge was to organize the area, adopting known best practices, defining clear roles and responsibilities, unifying document templates and introducing Project Management methodologies. This was accomplished primarily engaging existing human resources. Later in 2010 we re-defined our technology platform and adopted a Reference Architecture, and built a well documented Reference Application. Using our own Application Framework, we accelerated our development process and reduced the number of bugs. Early in 2012, Architecture was revised, adopting new patterns and practices according to where the industry was headed, along with Agile methodologies and the newest development tools. The most visible achievements of last year were: - Accomplished most of the goals set by the Strategic Plan. - Succesfully running the Recruiting office, incorporating 30 new professionals - Comprising Usability & UX practices and professionals into the development process, - Introducing ALM using Microsoft Visual Studio Team Foundation Server & Scrum

Main achievements: - Implementing a Document Management System organization wide using Public Software. - Developing and implementing a Procurement system, bringing agility and transparency to the bidding process - Co-authoring the architecture of the Unique Full Identification Database project
