Since August of 2010 I have been working for Trinity Technology Group, to provide IT solutions for department of healthcare services that are adaptable and flexible, and that can easily accommodate current and future Federal as well as State requirements (HIPAA, waiver programs, etc.).

Dept. of Health Care Services (DHCS), Information Technology Services Division (ITSD) – Enterprise Quality Assurance Section (EQAS)

As a Test Manager and DHCS Agile Coach on a CA-MMIS Program, I am performing lead and oversight activities for a project testing team.

·         Providing on-going agile concepts training to DHCS, Xerox, and Cognizant management and staff

·         Developed detailed Agile (especially Scrum) training plan and material by developing bite-size training sessions.

My responsibilities also includes forming and leading a new user acceptance testing unit for California Medicaid Management Information System (CA-MMIS) program, establish policy and procedures in line with the DHCS ITSD – Enterprise Quality Assurance Section, develop CA-MMIS UAT plan, create and maintain project plans for testing and quality assurance activities throughout the solution life cycle, and facilitate the implementation and adherence of testing standards in partnership with other test team leadership.

California Department of Health Care Services, Department of Mental Health (DMH) and Department of Alcohol and Drug Programs (ADP) Medi-Cal Related Systems Migration Project

As a Technical Project Manager / Scrum Master, using Agile framework - SCRUM, I have managed a “lift and shift” project in response to State of California Assembly Bill (AB) 102 and Assembly Bill (AB) 106, which required the transfer of Medi-Cal functions from the Department of Mental Health (DMH) and the Department of Alcohol and Drug Programs (ADP) to the Department of Health Care Services (DHCS) impacting hundreds of providers and California counties and thousands of beneficiaries (patients). I supported a cross-functional team of eight system engineers and analysts to successfully migrate 11 systems and applications to DHCS on time, within budget, and by adhering to DHCS quality standards.

I introduced agile methodologies to DHCS. As a SCRUM Master I organized and conducted release and sprint planning meetings, and daily scrum meetings, sprint reviews and retrospectives. I provided weekly project status reports and presentation to customer management and all project stakeholders, and monthly status presentation to DHCS CIO and executive management of the highly visible migration project.

California Department of Health Care Services, Short-Doyle Medi-Cal Phase II (SDMCP2) System Maintenance and Operations Project

As a Project Manager, I have managed maintenance and operations (M&O) project for SDMCP2 system (using BizTalk, ASP.NET, C#, SQL Server, and TFS). As a Scrum Master, with the help of five member cross-functional team, successfully implemented system change requests (CRs) and system fixes by establishing formal release management process using Scrum. I was responsible for working with Office of HIPPA Compliance (OHC), Information Technology Services Division (ITSD), Department of Alcohol and Drug (ADP), and Department of Mental Health (DMH) stakeholders to carry out maintenance and operations activity of SDMCP2 system. I also introduced many changes for SDMCP2 team by establishing Agile processes (Scrum), daily stand-up meetings, designing sprints for efficient knowledge transfer to ITSD staff. Few other examples are development of formal release management process using agile methodologies, creation of internal issues SharePoint website, creation of systems occurrence log to track production incidences, and development of change request lifecycle process model.
